I believe that's most likely post mint damage, although the photos are pretty grainy.

Sorry, your coin is just damaged.
You're asking the wrong question. The first question you should ask is "how would this happen during the minting process?" If you can identify the error, you can determine the value. 99% of coins have no error. Of those that do, most have no significant value. You need to study first and go searching for treasures later. Otherwise you're just wasting time.
Better photos are required at the request of the people.

Just damaged. As @jmlanzaf wrote you are just wasting your time if you don't know what to look for and are just finding anything you consider odd. Like looking for the titanic and starting your search in the desert.
