That seems to be near the spot where doubling occurs on a lot of quarters, but might need to see it from a different angle to tell if it is doubling or just an abrasion as previously mentioned.

There's one listed in Wexler's column in the January 16th Coinworld issue. He calls is WDDR-002. I'm not sure if this would be a match or not.
