The Sheldon scale was originally based on the value of the large cent at the time it was created. So a "Good" condition coin was worth $4, hence Good-4.

He's stating he thinks the coin is worth $10.

@MapsOnFire .... It was a tad sarcastic... there is a new '10' scale across the street, with 10 being equivalent of Sheldon 70... I was making sure the ten I referred to was not perfection. Cheers, RickO
