This is the largest error by far on the new silver eagle with the type 2 reverse that I have seen.

That was actually my first thought. It does look like she is littering.

Then I thought about flirting girls dropping a handkerchief.

Then I thought about "Bobbitt" which probably best matches the coin. I decided against that name because of the inappropriateness of that subject on this forum.

So Lady Liberty gets the benefit of the doubt and is just dropping a handkerchief and flirting with freedom

Yes, it's a handkerchief, but she just blew a load of shots into it and she's throwing it away on the ground.
