Probably a plating blister or zinc rot. Need better photos.
Maybe a Rockwell Hardness Test was performed on the die that struck this coin.

That was actually my first thought, but I didn't want to poke the bear.
Looks like plating bubbles to me.... Poke with a needle.... No numismatic premium. Cheers, RickO
