It does look proof-like from those photos.
PCGS has recently graded a few 70-D PLs (2 in 63 and 7 in 64) and NGC has some too. These do exist in PL, so hopefully you just cherrypicked one!

I think it looks proof like, especially the obverse. Above his hair is the area I see that makes me lean PL.

That was my first thought but zooming in as much as I could, it seemed like the mint mark was not an S.
