1896-S Dime: Thoughts?

How do you explain the mottled toning on the obverse? It looks to me that someone may have started cleaning the reverse and then stopped.

My guess is an old dip, though it might have occurred naturally. However, it also looks as though the reverse has a partial print on the bottom of the coin on either side of the mintmark, which would make me think an old dip is likely.
In honor of the memory of Cpl. Michael E. Thompson
Probably an old dip as @TomB suggests... or an old sneeze that dried on the obverse.
