No. The high points on Lincoln's face seem to show friction of some sort. The date is too common to gamble on unless the coin is truly exceptional.
What @291fifth said.
As said above, plus, you would have to get a 67 for any chance at a decent value for the cost of submission.

When a man who is honestly mistaken hears the truth, he will either quit being mistaken or cease to be honest....Abraham Lincoln
Patriotism is supporting your country all the time, and your government when it deserves it.....Mark Twain
Probably not a good investment to submit that one. No chance of a 68 and even unlikely a 67 as noted above. However, your coin, your decision. Let us know if you do submit it. Cheers, RickO
Yeah I hear ya, I played with lighting and trying to get a better zoom with scope to see the facial features better. I do believe the picture I posted is due to lighting as I looked from numerous angles and it changed when doing so. I will get a better look and maybe find someone with a better setup to take a more advanced look at it. Thanks for the input and I'll let you all know what I end up doing. I have a few other coins I want to submit so it might find its way with them. Jim

If you have an econ ready to go and room on it I would send it, looks like a 66+ even with the poor photos. From these photos 67 seems like a longshot but not out of the question.

No. This are not rare or scare unless at least MS67. Other people do submit lower grades such as the MS66 RD I purchased slabbed last year:
