Does a set have to be complete to earn "Best of Registry"? Or, can it be % finished if no one has completed it?

The number is 95% completion - but the Set needs to have more than 500 coins in it for the percentage to be considered for Annual Awards

Font increased to read the fine print @JonJet. lol
Note that the completion requirement may be waived if the judges deem a set worthy.
("Best of the Registry" award certificates will be printed and mailed at the winner's request.)

Do I get a badge for the First Stupid Question of the Year?

I think that the badge should go to the Best Stupid Question of the Year, so you might have some competition before it's all over.
I knew it would happen.
My plaques read, Best French Set," but are they? True, they are 100% complete, but they do not feature the finest graded examples of every year. I remain Best until Better shows up.
