Like they say, buy the coin, not the holder.
I bought this coin about ten years ago for $56. It was in a gold label PCI slab graded as MS 65 and notated as the Bugs Bunny variety. It was not the Bugs variety, but the scarcer obverse clash.
I decided to crack it out to send to PCGS. It came back properly attributed as FS-402 and graded MS 65. It is now a top pop 1 of 4.

trying to decipher how attributers at the tpgs will handle some of these clashes is akin to trying to decipher 1st kingdom heiroglyphs in my experience.
yours seems to be a pretty strong example overall. i don't have the strength of each year/die memorized but that is pretty strong for a 402.
just looking for a related thread to post these neat images of lip clashes on the eagles wing.

iirc, i did not see the lips clashed very often considering how often we see clashing at the mouth/nose. the changed out dies what seems like a lot as i saw plenty of obv clashing with none on the rev and visa versa.
