I had interpreted your original question to be a choice between a plated coin or an off-metal coin. However, the new images make it appear to be a question about how to interpret images and lighting.

This looks like one of the 1999 state quarters struck on an “experimental planchet” as the TPG labels state. With that said I’m going to vote - not plated.
From the first pictures I would say yes, but from the second set I would say no.
What does the coin weigh?

Am I the only one, but I think the 2 sets of images are of different coins? Notice the weakness in United States on the 2nd coin, and there is a die crack on Washington’s chin on the 2nd coin.
2nd coin is toned, 1st coin I have no clue because the pictures are so bad.

That's not a valid conclusion. Plating would add minuscule amounts of weight. This one is a gram over standard. Whether or not it is also plated, the weight says that something else is going on.
If it was an overweight planchet to start with and depending on what type of plating it could get there. However, if you had read my complete statement I also state that there are other possibilities.

you are right. since it is the same "error" i figured it was ok to use different images as they both convey the same point. good job noticing.
i would have used better 1st images but i snagged a screenshot from a coinweek video from many years ago of a coin @FredWeinberg had at the time. the second images are from OLD heritage archive auction.
this thread was just for fun, especially considering the images.

Looked like two different coins to me .... First one I thought plated, second one tarnished. Cheers, RickO
