Face value would be my guess. Welcome to the forum!
It's a higher grade than VF and it appears to have glue residue on the obverse. Regardless, it is essentially worth only face value (five-cents). Still, a cool find.

Only face value.. steps are all compromised. As @TomB said, residue on obverse. 1959 was a good year, I joined the Navy then... Cheers, RickO
