That has happened a few times for Buffalo. plus they offered 10 or 11$ an hour for at least 4 hours of shoveling. Happened in 2014, 2016, 2017, and 2018 that I can remember. And I imagine it's going to happen this year too.......
I'm not sure about free tickets but Green Bay was paying shovelers 12$ an hour back in 2019.

Bills executive vice president Ron Raccuia tells The Associated Press that the team had local snowmobile clubs on alert, and used snowplow drivers and car pools to make sure everyone was able to gather at their facility.
The team then boarded buses and followed a police escort to the airport for their flight, which left at about 4:45 p.m. EST.
The game was moved after a lake-effect storm dumped as much as 7 feet of snow across Western New York.

If you live anywhere that it snows, you make adjustments. If you live where there's lake-effect snow, you know what to expect and you adjust.
I've lived in areas that get snow like that. 7+ feet of snow is crazy even for Buffalo. Moving all that snow, getting people to the stadium, etc, just wasn't going to happen. And Tyr resources to do that are better dedicated elsewhere anyway.

Right now Buffalo is getting NO snow - the Lake Effect bands have moved North but may move back down into Buffalo later tonight into tomorrow.
