Looks like fire damage, or something similar, to me.

I agree with Tom. To me it looks like it was in a fire and the layers started to blister and separate.
Dimes don't have plating, they are clad layers. Not rare at all, you can make as many as you want by throwing dimes in a fire.
I agree with the heat/fire assessment.... and yes, the dimes are layered, not plated. Cheers, RickO
