There is no need to debate Open vs. Closed 3 because there is part of an arrow showing to the right of the date. It's an 1873 Arrows quarter. The Closed 3 variety that is rare has a No Arrows obverse.
It is worth discussing whether it might be 1873-cc. Either way, it's nice to find a Seated 25c in a junk box for sure, and congrats!

Yes, two things. First, like you mentioned, the "Closed 3" variety, does NOT have Arrows. Mine does! Secondly, even, in the other case, where it can be the CC. The 1873CC, also doesn't have the Arrows. Once again, mine does.
So, in conclusion.
My find, I admit, is just a very low, low grade of the 1873 Seated Quarter.

a 1891CC Morgan, w/ rim ding and a beautiful 1920s Mercury Dime. In which, I sent in to PCGS. Sadly, it came back cleaned. Both in the junk bins.
