Why ask us when you were told by PCGS their opinion that you paid for?

He's asking if it is a strike through because he's claiming to have pulled it out of a Mint Set.
Interesting scenario. Once you take a coin out of a mint set, can you ever demonstrate that's where it came from? If you find something odd, perhaps you should leave it in the set until you can get solid confirmation regarding what you have?
If it was a piece of rag or cloth there would be a textile pattern visible, which your example does not have. The surfaces were heavily damaged by a wire brush and that is why PCGS called it altered surfaces and not an error.
I call false on you pulling it out of a mint set looking like that. Perhaps you pulled it from an after-market set, and even then I do not think I would believe it. The coin is worth nothing more than $0.25.

I actually thought it was spray painted. Probably only ~$100 in tuition
Easily $100+. Considering the OP probably paid the Mint Error price, which is $65.00. Plus shipping to and from. Cheap tuition only if the OP is truly trying to learn.

Might be acid or a corrosive.
It could be a possibility, but I doubt it especially since it looks like @ifthevamzarockin post right below my original post.

Yikes, that looks like a quarter I recently pulled out of an Aldi shopping cart.

Here is one I did with a rotary wire brush.

That was my thought as well.
This thread makes baby Jesus cry.

It's a keeper for your collection.... to remind you of the cost of education. We all learn from our mistakes.

Sadly, it isn't even a candidate for the Sunday bourse "cheap slabs" box. Value is 25 cents.
