It's a Type 2 planchet. Keeper
With a finger print.
Paper money eventually returns to its intrinsic value. Zero. Voltaire. Ebay coinbowlllc
It is not an error.
The mint has distributed these occasionally for years. For example, the kids' collectors set of a few years ago.
They also occasionally turn up having missed being struck. But there's no way to tell them apart.

Yep... I have on like that.... Have had it for many, many years. Cheers, RickO
in my entire life i have never seen ANYTHING like that
Yep, my sons used to get them as giveaways at coin shows when they were younger.
All of that being said, blank planchets are still great collectibles.
I've got a bunch of those, they're pretty cool
What you need to do is find yourself some blank wheat cent planchets

It won’t make you rich, but it is worth hanging on to.
Now what you need is the 3-piece set: A blank, a planchet (with the proto-rim from the upset mill), and a struck coin.
If you do it with quarters (a lot more expensive), you can add an electrical box knock-out.
