Looks like the way it was lighted and photographed. It may have putty but I don't see it in that pic.

It does not look like the putty on gold coins that I have seen. You can also check with an ultraviolet light. Sometimes will show stuff up. Cheers, RickO
It looks like a surface issue that would probably dip off, looks a little like putty to me. I never had an old holder $20 downgrade after an acetone dip to remove surface substances.

Reminds me a little of seawater etching, but patchy and not as uniform. I can’t tell if it’s environmental damage or residual schmutz of some kind.

it doesn't look like the usual putty i've seen on gold coins.
there is a chance it is some odd lighting since a luster band would be diagonal across the coin like that.

I do not know of gold issues, but as a nongold collector it appears to me to have been puttied long ago and since has had a harsh cleaning.

So what is the grade on the holder?
My first impression it’s rather baggy but could it have been harshly cleaned also? Is this a details coin?
