Strange mint mark

Hi I am hoping someone can help me identify what is going on with this coin. I have a 1984 quarter Philadelphia mint mark, but there is another mark to the lower right of it and I cant figure out what it is. Also, The I in "In God We Trust" . Any help would be appreciated. Thanks

    Looks like the coin got damaged somehow, after it left the mint. Just my thoughts, let's see what others have to say.

    @pennywise678503... Welcome aboard. There is no mint mark on that quarter, those are the designers initials. Cheers, RickO
