It's a counterstamp, added by a private entity. In this case, commemorating the Moon Landing.

I've seen these before, but in my experience the ones dated 1974 and having an outline of a state were quite commonly found in the 1970s and 1980s in change as were those that had a portrait of JFK facing Lincoln.

The most common one I have come across has been the JFK facing Lincoln. I have not seen this one in change before - though I have seen it in online pictures. I always put them back in circulation, to attract the attention of other potential collectors. Cheers, RickO
