Was the 1899 Nicaragua 5 Centavos struck by the US Mint or the Waterbury Mint?

I've run across a number of references that this coin was struck in the US by the Waterbury Mint which was owned by Scovill Manufacturing. Is there any info on this?
Scovill also provided planchets to the US Mint, so is it possible that this was struck by the US Mint?

@Zoins... According to the above link, it was minted by the Scovill mint.... Not sure if that is the final authority though... seems to indicate they were looking for affirmation as well. Cheers, RickO
