What makes this doubled face?

This is an eBay coin. Can you tell what causes that line along the face? Dirt? Weirdly cleaned?

looks like cleaning compound (or misc gunk) just silhouetting the profile/devices.
This. Poke it with a stick and that stuff comes off.
