US Mint packaging $1 AES subscription question

Received 2 separate AES $1 subscription, one has regular tape @ 5.95 oz and the other with warning tape not to open or sign of seal tape is broken (@ 5.60 oz). Any one else received similar? Should I be concern with the one with warning tape? Open or not,?

    Once you receive the package, and the tape/seal is intact - and the package in general does not appear tampered with, then you can open it. If it looks tampered, do not sign for it... RTM. Cheers, RickO
