Is this normal for an 1835 Belgium 2 Cent?

I recently bought some 1800s foreign coins and found this coin. I am not very familiar with Belgium coins, but I thought this looks as if it was struck with part of the obverse design of the coin.

Here is a picture of the obverse as well.

The punched marks don't look like anything on the reverse. It looks like it was something that was punched into the coin after it left the mint, especially since the small 1831 is incused on the coin, not raised. Just post mint damage, IMO

Thanks for the information! I just thought it looked pretty similar to the obverse of this sort of coin when it’s in good condition.
But, PMD seems to make more sense because I don’t see anything else from the obverse design on the coin.

The Star is also visible from the second strike.

This coin does look very similar to a flip over double strike after looking it up. Thanks for the help everyone.
