Looks British, and it may be modern despite that date.

I'd guess US, and definitely not British, as the Constitution went into effect on June 21, 1788, after ratification by 9 of the 13 states.
When I saw the word "UNION", my first thought was that it might be a Civil War patriotic token but the date 1788 and the fact that it has the same design on both sides makes that unlikely. Do you have any idea what the metal composition is?

British tradesmen's token (or a replica thereof). Mitchener I believe is one of the definitive references on them.
