The first thing I did when I saw this coin was do my very best to wipe this off with a little water y and if I would have scrubbed any harder I would severely damaged the coin none of it came off under the microscope it is obviously on the coin which eliminated that conclusion any other opinions

It's not a laminated planchet,
nor a planchet lamination.

Water won't work with that much gunk, you need acetone

Not a lamination - or more correctly - a delamination. Looks like surface glue or some such substance. Water will not affect that... Use acetone, soak for an hour or more. Cheers, RickO

Nope, it looks like some type of glue, tar or other gunk on the surface.

Never use the words scrub and coins in the same sentence.

This is the problem. If it is "on the coin" then it's not a lamination. (Unless it was peeled back but there would still need to be a void nearby).
And wiping with water would not impact most glues.
