1927 Peace Dollar Question

I recently upgraded my 1927 Peace dollar from NGC MS64 to PCGS MS65. The NGC coin is in a 1997-2000 holder, and looking at the two coins side by side, I can see that the 64 has slightly less contact marks, but the 65 has better luster.
Would it be worth sending the 64 to our hosts for a possible upgrade? Thanks for your comments.

These aren't ideal pictures to judge, especially with the reverse not showing. Right off the bat, the 64's most distracting mark is a hit where the hair meets the cheek, while the 65's looks to be a small planchet flaw in the left field (another mark in the right field is out of the prime focal area). The 65 also appears to have a better strike, and you've said it has better lustre.
Again, not enough to make a great determination, but I can see a few things favoring the 65.
From these photos the 65 does look like a better coin and the 64 does not appear to be an under graded coin.

I do not think the 64 will upgrade... The mark on Liberty, between the 2 and 7, chatter on the cheek and in the crown.... At PCGS it may go 63. Cheers, RickO
I’ve heard that luster is overweighted in peace dollar grading compared to your average silver coin, so perhaps they got it right the first time.
I have a 1927 64+ by PCGS. To be honest I do not think the NGC example will upgrade. The luster IMO is what's really holding it back.
