Overstruck or Trash?

I got this from my mom and got pretty excited as soon as i saw it. 1991p dime. Obverse overstruck? with a lincoln cent.. you can clearly see the lincoln memorial
BUT.. on the reverse, where you would expect to see lincolns bust, its not there. I feel like i can see a big "25" on the coin, but i cant think of what coin it could be.
So, is it worth thousands, or 10 cents? Is it something thay came from the mint, or did somebody smack it with a hammer between some coins? And is it worth grading? I
feel like I see a big "20" or "25" something like that..

Glue
Looks like glue to me.
It should be really obvious in person.

I also agree with glue. Put it in acetone or nail polish remover and it will probably come off.
Actually, if it's normal white (Elmer's) glue, then water will get it off also.
Or just spend it as is. It's worth 10c with or without the crud.
