Unless there was a Burnished Matte

The highest detail is struck on burnished matte West Point coins.
Usual 1982 cents have less than stellar detail.

    More likely than not this is a zinc penny. The copper coating would be bubbly like this on the first zinc Pennies in the 1980s.

    You're wasting good money. You only have to buy the microscope once. You'd be amazed at what you can see on the surface of a circulated coin with environmental damage. The surface looks like Hooville.

    West Point was granted mint status in 1988.
    Dude you are so far out in left field.

    You are seeing something at 50x or more and think it is relevant? Annealing process creates striations and nuances.
    If it is zinc coated then zinc bubbling could be explained...

    Do a specific gravity test to assess composition

    I totally agree that thinking this is a West Point coin is nonsense. However, I also think it's sort of cool to see the coin at such high magnification. Useless for collecting but cool nonetheless.
