It appears that someone is using counterfeit PCGS holders and grading labels (with legitimate PCGS ID numbers) and inserting lower quality coins into the holders.

    I agree that burfle23 would be the best bet for something like this.

    I can tell you how to contact them but it all depends on the ebay CSR you get and most of the time it can be a challenge to get them to understand what you are saying. I happened to get a good one the other night at 1:00 am when I called on the hijacked account.
