Usually, for circulated coins, grading services are more tolerating of scratches as long as they are not on the devices.
After looking now in more detail, that part that I mentioned that it is a scratch, does not look like it is:

It is a scratch. When the scratch was made, the metal in the recess of the scratch was displaced outward, creating the raised ridges.

I agree with Rexford. When a deep scratch is made, or a scratch that displaces quite a bit of material is made, then that material tends to pile up on the edges of the scratch and can look like something was left raised from the surfaces when in fact it is the displacement from damage.
