Just worn
Worn die and worn coin.
It's a very typical mushy strike for '72 Philly dimes. Dies were set far apart (low pressure) to reduce wear and then used long past the point of being worn. The coin is also in very typical condition for the date. About 40% of them survive and they "all" look like that.
Most are slightly more worn and have more scratches and fewer gouges. This one is even more poorly made than average and has a major impact above the date but the real oddity for this date is to find a nice one with little wear and that was well struck.
Definitely wear and PMD.... Plus, as noted above, minting issues in '72. Cheers, RickO
