Looks like an ungraded mint set toner to me. Not particularly attractive.

There is no way that coin is a 65 with the marks on the cheek, head, jacket label and shoulder. 63 or maybe squeezes by as a 64.
Here’s the reveal:
The coin is graded MS65 FBL by:
ANACS as a double mint set coin.
Here’s the first half of the set, it’s the bottom and top left half. The individual grade can be entered using the number on the label that corresponds to the coin's position.


The second half:


Personally, I'm a fan of the blue toning and I find the set overall pleasing to my eyes. It seems that you either love or hate this double mint set toning, though I have seen much worse in those sets.
