The coin in the OP wouldn't be considered FIT for a 'High End Collection' is true.
But lets be reasonable here, MOST collections are not "High End" Most collections are not owned by some Sand Pile Country Prince either.
The idea of those "High End" collections is to set them apart from the normal or common collections, so the collections themselves become a state of rarity among the much more wealthy class of people.
There are people on this forum who indeed have higher end collections and have a lifestyle to be able to afford them. But! they don't look down on the people who have lower graded collections either!
What is a fair price for the coin in the OP?
Me myself who has been shopping for these beginner grade RAW Lincoln's for my collection sense 1981, I can say this. These Lincoln cents back to around 1930 can be had pretty closely to Red Book price, but in the past couple of years it seems the market trend for the pre-1930's don't seem to follow the Red Book pricing, people are getting a little more money out of them based on what I'm seeing anyway.
The $2 to $4 price range giving for the coin was based on looking at the 2022 Red Book and based on a best guess of grade and I think the coin would have a little better In Hand eye appeal than the pictures show, then add in a bit of pre 1930 price effect for a estimate.
