No. I have owned several from the period that have some gold plating left but no reeded edges. The ones that do are way cooler.
I tried picking up a decent example a couple of weeks ago. Coin had XF detail and the plating was 50%. The reading though was well done.
I thought it would close at $40. or so and I was way off!

Everything I’ve read talks about how the vast majority were made to order in the 1960s.
Those are usually well worn with bright gold plating.
I have three plated V nics..
Interestingly, the only one with reeding is also a love token.
It seems fairly common to find LT's gold plated, so I can't really speculate on any of these being truly racketeer made..
I have one I picked up a long time ago... No reeding... So I believe it is a just a plated nickel. Cheers, RickO
