Could this be a clipped planchet or just pmd?

It would be a cool addition if it is clipped.

I agree this coin is PMD, but not all clipped coins will exhibit the Blakesley effect. If the clip is on a blank (aka Type 1), no Blakesley effect. If it's struck on a clipped planchet (aka Type 2), the Blakesley effect will be present.

In my experience, the most commonly observed type of clip on a large cent is a curved clip. Not always, but usually. @Ppp's coin was clipped by a grinding wheel (or similar) after leaving the Mint.

In addition to the Blakesley effect on genuine clipped planchets, you will almost always see deformation of the adjacent details (dentilation in the OP's example). That's just the way metal flows under tremendous pressure when struck.
