My first impression is that it is a genuine coin with false polishing and false frosting.
It could also be an outright modern counterfeit.
I thought it was real and the person that used the polishing dremel tool could not get between the date and rim or stars and rim. Just chalked it up to a ruined dollar by someone that is trying to fleece the public.
Didn't even think about counterfeit, but that certainly is a possibility but with those pics there is no sure way to tell.

Just looks way off, highly edited images maybe? Looks like Liberty's head is floating on the surface of the coin.
