Strange, how so? Looks like the dies were polished by the Mint at some point as die lines are apparent.

Called a ridge ring and found on many copper plated cents struck from worn dies. Nothing special
I've seen many 1985 Lincolns that look just like that.

Looks to be a typical zinc cent. Nothing special.
