Grading question 1914 D Lincoln

This 1914 D Lincoln is Graded F12 by PCGS with CAC.
I found this 1914 D and was wondering what you think it would grade?

I would not like the pcgs example with the missing tail of the 9. If they would accept the scar on the second coin below Lincoln's ear I would think it to grade VG08. Then that's my opinion.

Your pictures are not the best but I’d go 20 on the bottom one. I think 15 was a gift on the top One unless there are wheat lines on the left side

Many years ago, a “blue collar” dealer I knew complained that the TPGs had tightened up the grading for Mint State coins, but loosened the grading for circulated pieces. I agree with him. The collectors who buy high priced coins have benefited, but the collectors on smaller budgets have not. The first 1914-D cent shown above is an example of that “grade-flation,” which has been around since the start of slabbing.
My "grade" on both coins would be "PASS".
Bottom one is a 20 IMO. 12 is a key date gift for the top one IMO, a 14-S in the same state of wear would probably not have graded a 12.
