Another Matte looking peace dollar for discussion. Look at the rims.

It is polished. All proofs for this date were of the Matte finish.

Both are not proofs as for the Vam go look them up on Vam world there are a couple of things to look for that I can't see from your photos.
Hoard the keys.
I've seen coins that look like that advertised as prooflike, but, no, it's polished.
