someone on another site said no it was not an rpm because it didn't match the RPMs on varietyvista.com

Looks like a nice RPM to me... nice find. Decent job on the photos... proof coins can be difficult to photograph.

It's definitely an RPM. I agree with it being 002. That being said, even if it wasn't listed, it doesn't mean it can't be a new one. Collectors are finding new RPMs, DDs and other errors and varieties all the time.
