Is the photo from APMEX?

APMEX has a photo system where they combine coin photos with slab photos.
I’m guessing they initially created this for stock photos and pre-release coins, like pre-release MS70s.
So this could be a mechanical error using that system.

i have seen people put a larger version of a coin on the slab-shot image but never smaller.

It has to be APMEX. They combine images into mock-up slabs and also frequently use stock images that show old holder coins or coins that are superb for the grade. I don't think the stock image usage is by mistake.
Well, with the shadowing and sizing, it sure does look like it belongs in that PCGS slab.
