    The seller has a small specialty in Civil War Tokens and Hard Times Tokens. But they did not know anything other than it being a Large Cent over-struck with some dies.

    What eagle?

    What might look like feet with separated toes is not really that.
    The apparent gaps between toes are actually the remnants of the original denticles from the 1849 Large Cent.

    That is a good start. There is still a lot of the Large Cent Wreath detail showing in the middle.
    Using your image as a starting point, here is my attempt to take all of the Large Cent details out of it:

    I think it was put through a rotary die that was out of registry with the coin. Think elongated cent. The marks to the sides were not meant to be impressed at all.
