Please Help! Mint Mark error on MS70 coin
I recently received a 2021 Silver Eagle Type II MS70 coin. My issue is I can see a very obvious to the naked eye error with the mint mark. My best guess would be double stamped but I'm pretty new to coin collecting.
1st question: Shouldn't an MS70 coin be essentially flawless up to 5x magnification? It should definitely be free of obvious errors, right?
2nd question: if it's not a "flawless" coin like the MS70 designation implies do I try to return it to the people I purchased it from? Or do I address it with the grading organization? Or do I celebrate having an imperfect perfect coin (see next question)
3rd question: Does an error like this make it more or less valuable?
4th question: I noticed stamped in the rim of the coin it has "103B" I've never seen on any other coins but this is my first silver, graded coin. Any information on this would be appreciated.

As a new member you are not allowed to imbed photos right away, safety feature. After a few days when you are an approved member then you can imbed photos, until then you can use a link as you have done.

What you show in your photo is not the mint mark, but the initials of the original engraver of the Walking Liberty half dollar Adolph Weinman. It's a letter "A" with the "W" above it.
The mint mark is located on the back of the coin which will be a letter "S" according to the ANACS flip in your photo.

It won’t have a S mint mark
The supplemental production one are simply noted on the label. However the mint does not put a mint mark on any bullion silver eagle.
This one won't have a mint mark on the back. This was an "emergency" production and the TPG only knows it's from San Fran because of sealed boxes they came in.
Okay, thanks. I am not familiar with the issue and saw the (S) and struck at San Francisco on the flip and made a bad assumption.
Edited to add: Am I correct about the initials on the coin that the OP photographed?

Edit: Just to clarify... yes, there were some "Emergency" production in West Point (W) but those also did not bare a mintmark either.

@Jtgodsey... Welcome aboard. I checked your links... and, as stated above, you are seeing the designers initials (AW), not a mint mark. Also, as above, the 103B is on the plastic, not the coin. Cheers, RickO
As far as I know, it was normal for the 2021 bullion ASE to be minted at West Point.
The "emergency" issues, which are relatively rare, came from Philadelphia and San Francisco.
