Doesn't have the diagnostics of a genuine error. Most likely PMD.
OK. I was thinking the slight print on the date would have been that, but I've never known anything about a clipped planchet.

I would like to see the clip side a little better. But with the weakness opposite the clip I think that it has potential for the real deal.
A little rough but I wouldn’t rule out a genuine straight clip without some better pics or seeing it in hand.

More pictures please, including the edge in the "clipped" area.
Gut reaction is that it is PMD, the rim is too well formed up to the edge of the clip and there is no evidence of metal flow on any of the design elements adjacent to the clip. I find that metal flow is a much more consistent earmark than Blakesley effect.

It looks like it's probably real to me but those edge pix are necessary.
Doesn't seem to be any weakness at all with the rims or the lettering on the clip - a bit suspect.

Those close ups confirm that it is not a genuine clip. There is no metal flow whatsoever. On the contrary, there is a raised lip of metal that is a tell-tale sign of post-striking damage from a saw or shears or similar cutting device.
