Leaning no.
May or may not be scrubbed, that scrubby look can sometimes be bad lighting.
The scribble scuff above the cap could be a problemo..
I’m gonna guess no but hard to tell from the pics.
The 8 in the dentils is freakin cool tho!

Improper cleaning can be hard to detect from pix. But I think the "work" above the cap is fatal.

Taking a chance might not be a bad thing at times, just saying
Submit it... It may well straight grade.... Close call, but worth a shot. Cheers, RickO
