Post mintage damage. Based on the scrape marks on the reverse it appears to be a parking lot find. Spend it.

The color is due to environmental damage. The 75Cu25Ni clad alloy frequently turns brown when the coin spent some time on the ground. The road rash scratches on the reverse also indicate that it spent time on the ground.
Not an error of any kind
Definitely not an error coin... It is PMD (Post Mint Damage), and has no numismatic premium. Cheers, RickO
Thank you for answering my question as to what could cause it. The coin is fairly close to black in color; the obverse is smooth while the reverse is not. The detail on the reverse are rough to the touch and feel almost as if you could peel it off. It made me curious as to how that could happen. Monetary value is nothing in comparison to knowledge gained.
