I have a 1965 penny with no mint mark and stamped with an extra ring around the coin is offset I want to know if it's worth anything

All US 1965 cents do not have a mint mark, so you did not need to tell us that part.
This suggests you did not look up the known mint marks for 1965.
See my post on your other thread for an example of one for sale for $31.
A more accurate estimate of value can be found by looking at completed sales on ebay.

at the minimum 1 cent, maybe multiples more.

Ring sounds like the "ring of death" scratch from a coin rolling machine.

In 1965 Cents were made at all the US Mints capable of coining. Because of a coin shortage, no mint mark was placed on them as a means to stop collectors from looking for certain mints.
This applied to all circulating minor coins in 1965-67.
