Cool find! To help you with some of the identifying characteristics that the pros omitted in there responses:
1) minor strike weakness on the obverse and reverse
2) copper color is solid and doesn’t look “messed with” or appear like it was dug out of the ground
3) edge only shows two layers
And if you can get a weight, you would also have an underweight coin (more than likely).
Most clad quarters missing the outer clad layer
weigh between 4.6 and 4.7 grams (normal is 5.7 grams)

'83 must have been a tough year at the Mint, lots of problems this is just one of them.
