Might be pretty in a circulated Washington quarter album, but otherwise, it’s likely not going to help with college tuition much more than a quarter of one dollar.
Very pretty coin coming out of circulation though!
I’m not an expert on modern stuff so please forgive me if I’m overlooking some minute die chip or other anomalies. ;-)

Possibly a light gold plate and then thrown back into circulation.

There are / were many television shows selling gold and platinum plated quarters to entice buyers, When buyers discovered they were not worth much if anything over a quarter, they spent them.

Likely plated, could also be environmental staining.... Either way, no numismatic premium. Cheers, RickO

    Bad attempt at artificial toning?

Yes, maybe an AT attempt or gold plated?
Whatever the case, at least it doesn’t look like a coin that came out of some train vs pedestrian’s pocket- which is a nice thing. Some of the stuff that shows up here, out of circulation, looks like it should be handled wearing a hazmat suit. ;-)
